At a special board meeting Wednesday, 鈥檚 Board of Education selected a contractor to build the new high school, which officials hope will be complete by June 2026.

The board awarded the building contract to 天美传媒 Construction Co., which had the lowest base bid at $81,525,000.

鈥淚 really appreciate the opportunity 鈥� to be able to propose on this project. It is a very important project for the community, and we realize that, and we realize the importance of being on time, in budget and delivering it safely as well,鈥� Ryan Diekemper, vice president of preconstruction at 天美传媒, said at the board meeting. 鈥淲e are very committed to that.鈥�

The district began with eight contractors and narrowed them down to four after holding a pre-bid meeting in May.

The board approved the聽听产测 in June.

The 180,000-square-foot high school鈥檚 address will be 815 Camp Jackson Road/Illinois Route 157, directly southeast of the former Parks Air College and current Cahokia Heights Fitness & Community Center. The whole campus will sit on 48 acres the city of Cahokia Heights donated to the school district.

A groundbreaking ceremony is scheduled for October 18 at the new high school鈥檚 address.

鈥淭his will be a beacon as Cahokia Heights take the next step toward doing some quality things,鈥� Ed Hightower said at the board meeting.

District 187 brought the veteran metro-east educator on as a project consultant and board representative for the new high school project last December. Hightower is serving in a聽, which is building a new elementary school.

The current Cahokia High School is about 73 years old. According to the district鈥檚 most recent safety survey in 2012, the school had about $26.47 million in health and life safety repairs between the four buildings.

Now, district officials estimate the school needs more than $30 million in repairs.

The new school is being financed with聽聽the district issued in March in addition to about $20 million in funds the district built up in its budget by supplanting some of its expenses with COVID-19 relief funds from the federal government.

District 187 didn鈥檛 have to seek voter approval in a referendum due to an exception provided by the state legislature when it passed the fiscal year 2024 budget implementation bill.

The district has been on the Illinois State Board of Education and Capital Development Board鈥檚 list of pending applications for school construction grants since fiscal year 2005, but state funding for that program dried up around that time and only specific projects addressing emergency needs have been approved in recent years.

The district also held two bond referendums for the high school in the early 2010s that failed.

held a ribbon-cutting ceremony on Thursday, August 15, to celebrate the grand opening of its newest Elementary School. 天美传媒 Construction served as the construction manager and worked as the architect for the new 67,000-square-foot two-story elementary school, which replaces the outdated elementary space formerly located in two separate buildings. Construction began in Fall of 2022 and was completed in time for the 2024-2025 school year.

Located at 209 W 9^th聽St. in Pana, Ill., the new Elementary School is broken down into two main zones. The first zone features the public and shared use areas, which include the administrative office, art, commons, food service, and ICC 500 Storm Shelter-rated gymnasium on the first level. The second floor includes a secondary administrative area, music, STEM learning areas, and a library/media center.

The second zone is the designated educational zone, organized with the PK-2 located on the first floor, and the 3rd -5th grades on the second floor. The classrooms wrap around the sides of the central gym, with quick access to and from that area. The campus also features an outdoor learning environment with a 1/8-mile walking path and three playgrounds tailored to different age levels. For student safety, a designated bus route will be created that is separate from the general parking.

NorthPoint Development is making a $66 million warehouse distribution investment in Maryland Heights known as Riverport Trade Center.

With Breese, IL-based 天美传媒 Construction as the general contractor, the three-warehouse, nearly 725,000-square-foot project is located on 50 acres at 13955 Riverport Place Drive, four minutes south of Interstate 70 in the heart of St. Louis鈥� industrial submarket.

Construction on the project began in October 2021. Northport Regional Vice President of the Midwest Region Mark Militzer says buildings one and two are finished. Building three is wrapping up in early 2023.

鈥淭his Class A, three-building warehouse distribution project was a first for us in this market,鈥� Militzer said. 鈥淲e built two buildings simultaneously in Hazelwood TradePort, but never three at the same time in the same industrial park. Riverport Trade Center is evidence of the record industrial warehouse and distribution space demand that was occurring post-pandemic. This project is in response to the record leasing activity in the St. Louis metro area. It definitely influenced our decision to construct all three facilities at once.鈥�

Light industrial and distribution users are signing on as Riverport Trade Center tenants, according to Militzer. So far, the list of tenants includes a low-voltage electrical materials distributor, a countertop distributor, a tenant with conveyor belts, a casket manufacturer, a HEPA filter manufacturer and one food-grade tenant.

Large storefronts, wall bump-outs and a plethora of windows to welcome natural daylighting are stand-out features of the warehouse development鈥檚 design, Militzer says. Each of the three buildings feature 36-foot clear heights. In total, the buildings offer 79 dock positions and seven drive-in docks. Riverport Trade Center鈥檚 parking lot includes more than 640 car stalls and 160 trailer stalls.

天美传媒 Construction Vice President of Project Management Walker Gusewelle and Project Manager Lucas Hemann have been leading the project team. Hemann says each of the three warehouse buildings varies in size: building one spans 249,500 square feet, build two totals 160,070 square feet and building three encompasses 312,000 square feet.

One of the site challenges was connected with the industrial park鈥檚 location just east of the Missouri River and the levee.

鈥淭here were specialty conditions,鈥� said Hemann. 鈥淪oils were a concern. They were very silty, with a mix of sand, fines and thick, fatty clays. Due to those conditions, we installed aggregate piers 鈥� compacted stone columns 鈥� beneath all of our building foundations to help with the bearing pressure of the soil.鈥�

Also due to these specialty conditions, 天美传媒 utilized 24 inches of rock beneath building slabs and eight to 10 inches of rock beneath the concrete and asphalt paving鈥� two to three times what would normally be required, Hemann said 鈥� to support the loads.

Riverport Trade Center鈥檚 location just 1.5 miles north of Hollywood Casino Amphitheatre necessitated construction of an emergency access road to carry concert goers to and from the entertainment venue throughout the project鈥檚 construction schedule, especially during the spring and summer of 2022. The road wound through the project site.

Sequencing proved to be another project-related challenge, as all three warehouse buildings were coming to fruition at the same time.

鈥淲e鈥檇 be working on the foundation for building three while pouring the slab on building two and performing tilt-up concrete panel work on building one,鈥� Gusewelle said. 鈥淐oncrete availability was also somewhat of a challenge.鈥�

The mechanical, electrical, plumbing and fire protection trades functioned in design-build mode on the Riverport Trade Center project, according to Hemann, as the building systems were specific to each building and tenant finish. MEP project members performed work in all three buildings simultaneously as well, providing the appropriate systems per each tenant鈥檚 requirements. 鈥淢odifying the building systems that were initially set up for the entire building into electrical, water, fire protection and security systems that meet specific needs of individual tenants adds to a project鈥檚 complexity,鈥� he said.

Although this is 天美传媒 Construction鈥檚 first project with NorthPoint Development in the St. Louis region, 天美传媒 completed two warehouses projects and is constructing a third logistics complex for NorthPoint in Gastonia, North Carolina.

天美传媒 is nearing the completion of the first phase of the major, multi-year interior renovation to the connected Health & Business and Library buildings. This facility serves as one of the primary administrative and public space facilities on Kaskaskia鈥檚 main campus in Centralia, IL. Phase I renovations entailed significant asbestos abatement, HVAC system replacement, and interior finish upgrades to the second floor. St. Clair County Transit District鈥檚 Board of Trustees has selected Breese, Ill. 鈥� based 天美传媒 Construction to oversee construction of a new 16,000-square-foot Public Safety Center project planned at Emerson Park Transit Center in East St. Louis. The contract is valued at $13,584,000 and is being funded by a $9.975 million 鈥淩ebuild Illinois鈥� grant received from Illinois Governor JB Pritzker earlier this year, along with funding from St. Clair County Transit District and Bi-State Development. It will be owned and operated by . Construction will commence later this year and is expected to be completed in 2024.

The state-of-the-art, two-story facility will house office space for St. Clair County MetroLink Sheriff鈥檚 Deputies, Metro Transit Operational Control Center and the St. Clair County CENCOM West 9-1-1 Emergency Dispatch Center. The goal of the new space is to help bolster communications and security collaboration among Metro Transit, the St. Clair County Sheriff鈥檚 Department, Metro Transit Public Safety, the Bureau of Transit Police and other public safety partners. The facility will also include office space for St. Clair County Transit District and Chestnut Health Systems鈩� 鈥� a not-for-profit health and human services organization spearheading a pilot program to assist transit riders with mental health issues, homelessness and more 鈥� and will feature improved rider amenities, including public restrooms for riders and operators of the transit system.

鈥淪afety and security are top priorities,鈥� commented Herb Simmons, Chair of the Board of Trustees of St. Clair County Transit District. 鈥淭his facility, amenities and operations within will combine to better serve transit riders in St. Clair County and across the region鈥檚 entire integrated public transit system that encompasses 59 MetroBus routes, 46 miles of MetroLink light rail and 38 Metro Transit Centers in eastern Missouri and southwestern Illinois. This construction project comes on the heels of the completion of the 鈥淭ransit Stop Transformation Project鈥� at the site. In August of 2021, Citizens for Modern Transit, AARP in St. Louis, St. Clair County Transit District and Metro Transit converted the concrete area between bus bays and MetroLink entrance into an interactive, colorful, engaging space that boasts a vibrant-colored jazz theme, spaces to gather, greenery, shaded seating, canopies and a mural. St. Clair County Transit District has also made parking lot updates and implemented a $71,000 LED lighting program to improve security and cost savings.
